The Government of India has launched the National e-Governance Plan (NeGP) (NeGP) with the intent to support the growth of e-governance within the country. The Plan envisages creation of right environments to implement G2G,G2B,G2E and G2C services.
Keeping in view of the strategic and contemporary importance of standards for e-Governance, the Department of Information Technology has instituted an Institutional Mechanism of Standards formulation and also an Apex body to oversee the process. The following six areas have been identified to begin with:
1. Network and Information Security
2. Metadata and Data Standards for Application Domains
3. Quality and Documentation
4. Localization and Language Technology Standards
5. Technical Standards and E-Governance Architecture
6. Legal enablement of ICT systems
As a part of Institutional Mechanism, various Working Groups, Expert Committees, Task forces etc. have been formed to work for standards formulation, with members drawn from Department of Information Technology(DIT), National Informatics Centre (NIC), Standardisation Testing and Quality Certification( STQC) Directorate, various Government Departments, Academia, Industry, Bureau of Indian Standards (BIS), NASSCOM Technology Experts from Industry etc.
In addition to the involvement in Standards formulation, STQC, the constituent of DIT is responsible for release of approved standards, and also their versions control.
